CONCEPT DESIGN
The initial concept design and analysis for the project is vital to understanding the project yield and hence necessary to inform project feasibility.
Stone Fusion Projects will procure necessary consultants (to be engaged directly by the client) to complement its services in the development of concept designs for the proposed development site. Stone Fusion Projects will work with consultants to collectively research existing site constraints and opportunities so that they are well understood prior to the development of concept designs for the proposed project.
Concept designs are developed with guidance from the client and consideration of any shared market analysis for the project. Cost estimate, preliminary programming, financial feasibility analysis and initial consultations with local authorities and service authorities can ensue once concept designs have been developed. Revisions to concepts may ensue until a satisfactory concept is achieved that satisfies regulatory requirements and financial feasibility analysis for the project.
PROJECT PROGRAMMING
A project program is developed by Stone Fusion Projects and includes dependencies and timing for authority approvals, service provider approvals, design development, contract preparation, tender process and construction period. Where applicable, plan sealing, titling and projected settlements are also included. This programming will be a guide for targets and milestones and can be used to inform cashflows for financial analysis of the project. When a construction contractor has been engaged, further detail will be added to the construction component of the program.
COST PLANNING
To protect the integrity of the clients budget, Stone Fusion Projects will facilitate the engagement of quantity surveyors (to be engaged direct by the client ) to provide estimates of cost at key periods during the design phase of the project. Accuracy of resulting cost estimates is largely influenced by the quantum of documentation available.
FINANCIAL FEASIBILITY ANALYSIS
Stone Fusion Projects will conduct a financial feasibility for the project once a concept design, project programming, cost estimate and projected revenues have been developed. The outcomes of the financial feasibility analysis will be provided to the client as a summary report inclusive of:
• data included in the financial feasibility; • resulting financial outcomes (IRR and margin); and • projected cashflows
Discussions and decision making for the progress of the project is then reviewed between the client and their financial team.
PROCUREMENT OF CONSULTANT TEAM
Stone Fusion Projects will help the client to deduce which consultants are needed for their project.
Consultancy scope of service documents will be developed to suit the needs of the project. Competitive pricing is sought for each necessary consultant discipline for the project. Consultant submissions are then analysed by Stone Fusion Projects and a summary report is provided to the client with a recommendation for engagement (to be engaged directly by client) of consultant team based on previous experience, price and availability.
Stone Fusion Projects will compile consultancy contracts for signing and subsequent execution.
DESIGN DEVELOPMENT
Stone Fusion Projects asks the critical questions to ensure that the clients vision for the design is captured during the design development phase.
Design development meetings will be organised once the delivery model has been determined, consultancy team engaged, budget agreed and there is confidence with the outcomes of authority/planning approvals.
Design meeting minutes will be recorded by Stone Fusion Projects to capture key discussion items and actions resulting from design development meetings. Meetings will ensue until designs are ready for submission for any remaining authority approvals and tender pricing by contractors. Stone Fusion Projects will raise any pertinent items with the client when they are unable to attend design development meetings.
Stone Fusion Projects works diligently to ensure all consultants are arriving at the most cost effective ways of achieving quality outcomes that are both environmentally and safety conscious.
Attention to document coordination mitigates clashes with design of services, structures or other elements of the project and thus preventing costly work arounds, delays or adverse project aesthetic.
AUTHORITY AND SERVICES APPROVALS
No project can progress without planning, services, building, environmental, operational works or other project related approvals.
Approval applications will be prepared, lodged and monitored closely to help guide the outcomes such that resulting conditions are practical for the delivery of the project.
Stone Fusion Projects has developed positive working relationships with approval authorities and will take an assertive and persistent approach to achieving approvals.
Conditions of approvals are monitored closely throughout the delivery of the project to be certain that each is addressed by the responsible stakeholder to the satisfaction of the respective authority.
CONSTRUCTION CONTRACT DEVELOPMENT
The procurement model chosen for the project will determine the type of contract that will be utilised for the tender and construction phase of the project. Stone Fusion Projects is well acquainted with Cost-Plus, Design-and-Construct, Fully-Documented and Early-Contractor-Involvement contract types.
Stone Fusion Projects will provide guidance to the construction lawyer (engaged directly by the client) in the preparation of the construction contract. This ensures that the mechanisms of administration of the contract are practical and risk is appropriately managed for the client. Attention is focused on the obligations of the contractor in reaching practical completion by providing building commissioning data, client training for building use, as-built documentation, guarantees/warranties, operation/maintenance manuals, forms/certifications, satisfaction of approval conditions, certificate of occupation and any other project specifics.
Should the client not have a preferred construction lawyer, Stone Fusion Projects can obtain pricing from reputable lawyers for review and engagement.
TENDER FOR CONSTRUCTION
Stone Fusion Projects will compile navigable tender documentation as necessary to convey the expectation for the project outcomes. This is predominately made up of project design documentation, project preliminaries and principal project requirements.
Stone Fusion Projects will review the construction contractor market and shortlist suitably qualified contractors to participate in the tender for the construction of the project.
Tender documentation will be made available to qualifying contractors and Stone Fusion Projects will respond to all tenderers with any requests for clarifications that may arise during the tender period.
On receipt of tenders, an equalisation process will be undertaken to ensure an apples-for-apples comparison of tenders. This may include clarifications to tenderers in relation to priced items, exclusions, inclusions, qualifications, resources or any other items of concern arising from tender submissions received from contractors. Stone Fusion Projects will then interview the shortlisted candidates, along with the client, to gain a better understanding of project expectations and to allow any further questions to be fielded.
Following initial tender review, subsequent equalisation and any interviewing processes, Stone Fusion Projects will provide a summary report of the tender process and recommend a preferred construction contractor.
CONTRACT SUPERINTENDENCY
The executed construction contract becomes the priority when construction commences on site. A condensed list of all contract deliverables is maintained for the project including associated responsible stakeholders.
Stone Fusion Projects will act in the role of contract superintendent and enforce the contract in line with the timings and expectations of the contract such that no diminishing of contract precedent occurs. This approach to contract superintendency maintains the integrity of risk management intended by the conditions of contract.
During the construction period, Stone Fusion Projects will manage regular progress claims (valued by quantity surveyor), variation claims (valued by quantity surveyor where applicable), extension of time claims, bi-weekly construction progress meetings, monthly project control group meetings, OH&S reviews and all other actionable items/claims pertaining to the contract during the construction period.
DEFECTS LIABILITY MANAGEMENT
Stone Fusion Projects conducts inspections for defects prior to issuing practical completion of construction contracts and also during the defects liability period. Recorded defects are addressed with the construction contractor on a regular basis and prioritised based on urgency/severity. All remedied defects are inspected by Stone Fusion Projects and records updated accordingly. This ensures that project defects are identified, recorded and closed out appropriately during the defects liability period (typically 12 months post practical completion).
FINANCIAL REPORTING AND PAYMENT RECOMMENDATIONS
Each month, Stone Fusion Projects will collect and make records of all invoices from consultants, authorities and contractors. The client will receive a financial summary report along with recommendations for payments of invoices for that period.
PROGRESS REPORTING
During construction, Stone Fusion Projects will provide a monthly report highlighting the status of works in progress, program, contract expenditure, variations, safety, environment, approvals and compliance.
